The Rough Rider Shield is a unique legendary drop in Borderlands 3. The shield, which is named after Teddy Roosevelt, is a contradiction. It is a shield with zero shield capacity, but it provides other ability benefits. The Rough Rider is actually an import from Borderlands 2. Anshin's product looks like a hybrid between an orange battery and a traditional shield. It is certainly one of the better-looking legendary shields in the game.

Like many of the legendary weapons in Borderlands 3, the Rough Rider has a very small chance to drop in a random crate. These chances are astronomically low, so most people will have to opt for the second option. The most reliable way to acquire the shield is to defeatUrist McEnforcer. The enemy has a high chance of dropping Rough Rider, as well as a couple of other desirable legendary items.

On Promethea, players need to travel to Lectra City. Urist McEnforcer can be found there. There is a side quest in Borderlands 3 that is literally titled "Kill Urist McEnforcer". For those that already have the quest, skip this section and follow the indicators. After fast traveling, people will need to walk down toward the center of the map. The enemy will appear just to the southwest of the center of the city.

From the spawn point, gamers should head up the stairs and walk through the streets to the city center. Once in the Downtown Square, Urist will be in the tunnels, which are accessed by taking a large flight of stairs at the square. At the bottom of the stairs, take a right and then a left into the tunnels. After walking for a couple of seconds down the tunnel, Urist will appear on the left.

Killing Urist

Urist is not a boss-level enemy and can be taken down fairly quickly by a decent player. With a couple of grenades and a shotgun, Urist will not put up much of a fight. He moves slow and does not have an effective ranged attack. Drawing the enemy out and backing up while laying down fire is the proper way to take him out without losing health.

Spawn Issues

One of the main problems players will have when looking for the Rough Rider shield is getting Urist to spawn in. He is anextremely rare enemy that will only appear a small percentage of the times that gamers load in. This means that a lot of time is wasted fast traveling back to the spawn point and checking again.

Urist only has three legendary drops, so finding and killing him a few times should be enough. Although, no drop is guaranteed. Leaving the planet may increase the likelihood that he will spawn in. On average, it will take an hour of resetting the map to get about two spawns.

As stated, the Rough Rider is a shield with no shield. It provides 13% radiation protection, and is a passive ability legendary for the most part. Using an Action Skill will increase health regeneration by 5%, which is a nice little boost. However, the important shield buffs are 23% damage reduction and +35% max health. Instead of blocking damage, the Rough Rider absorbs ~1/4 of incoming damage. With reduced damage, and a lot more health, players will be able to survive a lot of situations they normally wouldn't with the shield.

Builds

For even better benefits, people can combine the shield with Zane's Rise To The Occasion skill in the Undercover tree. This skill gives Zane a Health Regeneration bonus the lower his shield is. Because the Rough Rider is always at zero, the skill will offer a noticeable boost to regen.

Overall, Amara is probably the best character to choose when using the shield because she has a lot of skills that increase both total health and regeneration. The Rough Rider has no shields, so the extra health will come in handy.

Having a large health bar is not good enough when taking on a lot of enemies. Gamers will need regeneration as well. Shields are useful because they always regenerate quickly. Health on the other hand, will not regenerate fast without a skill boost. Amara's trees can be set up to mimic shield recharge with health regen bonuses.
